Statistical Report Geo (MZP) V3-01
Under § 29 of the Act No. 44/1988 Coll., on the protection and utilization of mineral resources (Mining Act), as amended, the Ministry of the Environment keeps a summary record of reserves of reserved mineral deposits and - on top of this record - the record of economic mineral reserves of the Czech Republic. This task is in compliance with the Act No. 272/1996 Coll., implementing some measures in the system of central state-administrative bodies of the Czech Republic and amending and supplementing the Czech National Council Act No. 2/1969 Coll., on establishing ministries and other central state-administrative bodies of the Czech Republic, as amended.
In authorization by the Ministry of the Environment, the reviews of reserved deposits are elaborated by the Czech Geological Survey - Geofond. The review of reserved deposits is based on a summary record of reserved mineral deposits, kept in line with the provisions of § 4 of the decree of the former Ministry for Economic Policy and Development (MHPR) No. 497/1992 Coll., on keeping register of reserves of reserved mineral deposits. It is also based on statistical reports Geo (MZP) V3-01, annually produced by organizations involved in mineral prospection, exploration and mining or in protection and registration of unused reserved deposits. The statistical report is approved by the Czech Statistical Office (ČSÚ) and annually published in the Collection of Acts within the Programmes of Statistical Inquiry. These contain lists of statistical inquiry and characteristics of individual inquiries stipulated by the Act No. 89/1995 Coll., on state-run statistical service, as amended.
The review of economic deposits has the character of separate reviews "Balance of reserved deposits of the Czech Republic ("Balance of reserves")" and "Review of reserves of non-reserved deposits in the Czech Republic (Review of non-reserve deposits")". The tables of the review show the amounts of geological reserves at the individual reserved deposits, summary data on reserves of individual minerals (or their technological types) subdivided by the method of utilization of reserves, changes in the amounts of reserves at the individual reserved deposits together with causes of these changes, and the amount of overall reserves and its variations. For selected minerals, the review also gives qualitative characteristics of the reserves of reserved deposits and of the raw material extracted during the past year.
Mineral reserves indicated in the Balance of reserves are g e o l o g i c a l reserves, i.e., those at the deposit in its original state, calculated according to the reserves classification and utility conditions valid at the time the reserves were approved. The amounts of reserves given in the Review can be traced continuously. The starting material is the reserves calculation approved or checked by the expertise of the original Commission for Classification of Reserves of Mineral Deposits (KKZ), Commission for Exploration and Mining of Reserved Minerals (KPDVN) of the Ministry for Economic Policy and Development (MHPR) and the Ministry of Economy (MH), respectively, or by the Commissions for the Management of Reserves (KHZ) with the individual mining and processing departments. Lately, the approvals of reserves calculations have been passed onto the Commission for Projects and Final Reports (KPZ) of the Ministry of the Environment (MZP) or to the contracting organizations. The years of evaluation of deposits and the years of approval/testing of the reserves calculations are indicated in the Review. All changes relative to the initial values of geological reserves are documented by the reporting organization.
The method of utilization of deposits is indicated basically by the present state in reserves utilization at the time the Review is elaborated, considering their prospective use. The deposit is characterized as a single unit in this respect.
The data reported by the organizations are - prior to their processing and implementation in the Review - tested by the Ministry of the Environment in co-operation with the Czech Mining Authority (ČBÚ) and the Ministry of Industry and Trade as for their completeness, reliability and connection to previous reports.
The national Review, elaborated as of January 1 of yeach year, is subdivided into the following sections:
- Section I - reserved deposits of metalic ores and trace elements
- Section II - reserved deposits of energy minerals
- Section III - reserved deposits of industrial minerals, including reserved deposits of construction minerals.
An analogous approach is adopted in the annual processing of the Register of reserves of mineral deposits of the Czech Republic. This material reviews non-reserved deposits of non-reserved minerals (especially building materials) grouped within the Balance of reserves until 1988, and other periodically detected and registered deposits of non-reserved minerals. It also features deposits exploited within the provisions of § 19 of the Czech National Council Act No. 61/1988 Coll., on mining activity, explosives and state-run mining administration, as amended, and the Decree of the Czech Mining Authority No. 175/1992 Coll., on conditions of utilization of deposits of non-reserved minerals. Data on mining and on reserves of used and partly unused deposits are adopted from national statistical reports Hor(MPO)1-01 (see below) , of the Ministry of Industry and Trade, completed by organizations authorized to perform activities employing mining methods within the provisions of § 3, letter a) of the above mentioned Act.
The Balance of reserves and the Review of non-reserve deposits are intended only for internal needs of a narrow scope of state-administrative bodies. A yearbook MINERAL COMMODITY SUMMARIES OF THE CZECH REPUBLIC has been regularly published for professional and lay public since 1992.
The publication is aimed at selected most important minerals of the Czech Republic, which are - or recently were - of industrial significance. It contains essential data from the "Review of economic reserved deposits" and is supplemented with information on mineral prices, technological properties and uses of minerals, their imports and exports, principal mining organizations and on regional distribution of their sources. It allows orientation in the problems of mineral potential of the Czech Republic and in potential investment plans in mineral exploitation. With the ongoing progress of the national information system and international co-operation, the publication is regularly supplemented with related statistical data, also considering the users' remarks.
The yearbook MINERAL COMMODITY SUMMARIES OF THE CZECH REPUBLIC - Minerals can be ordered in printed or electronic form in Czech or English versions with the CGS - Geofond. "Older volumes" (ODKAZ!!) in Czech and English versions are also available.
Statistical Report Hor (MPO) 1-01
Based on the contract with the Ministry of Industry and Trade (MPO), the CGS - Geofond processes data of statistical reports Hor (MPO) 1-01 for "Review of mineral reserves in mining leases and at other exploited deposits of non-reserved minerals".
The annual report on mining-technological and operation data Hor(MPO)1-01 falls within the state Programme of statistical inquiries. The obtained data are used especially by the Ministry of Industry and Trade for meetinmg the goals of Minerals policy in the area of minerals and their resources (approved by the Resolution of the Government CR No. 1311 of 13 December 1999). Data from the reports are further used by the State Mining Administration, regional offices and other institutions. The report must be submitted every year by economic subjects-holders of mining leases or owners of deposits of non-reserved minerals integrated with the respective plot of land, or by organizations under § 3a of the Act No. 61/1988 Coll., on mining activity, explosives and state-run mining administration, as amended, which hold the authorization for mining activities and activities performed with the use of mining techniques. From the year 2004 on, the questionnaire of the so-called report-of-selection is delivered only to those organizations whose information is needed by the above mentioned institutions.
The report itself is subdivided into 3 separate sections:
- Section "A" contains essential information on the organization, operational data on the organization and mining-technological data.
- Section "B" is processed separately for each mining laim and gives essential data on the mining lease, on its reserves and mining process, and additional data on remediation, reclamation and mine damage within the mining lease.
- Section "C" is processed separately for each deposit of non-reserved mineral, which lies on the respective plot of land, and includes similar information as the previous section: essential data on the deposit of non-reserved mineral, reserves and mining process at the deposit, and also additional data on elimination of mining consequences and reclamation at the deposit of non-reserved mineral.
Data in the reports always relate to a specific mining lease or a specific deposit of non-reserved mineral in the year reviewed, and have the character of the so-called individual data. Their protection is governed by the Act No. 89/1995 Coll., as amended, and lies within the responsibility of the Ministry of Industry and Trade. All staff members getting in touch with the data must be sworn discretion under § 16 of this Act. In practice, data from the reports may be presented only with the consent of the respective organizations and the Ministry of Industry and Trade, or presented in the form of summaries (for separate minerals or regions) in a manner precluding to trace the source of the data.
Detailed information on the current programme of identification, inquiry characteristics, contact points for report collection and processing, downloadable reports and methodical instructions for filling of the questionnaires are available on the web pages of the Ministry of Industry and Trade - a separate block "Statistical inquiries" on top frame of the Menu.
The CGS - Geofond renders the distribution and processing of data from reports Hor(MPO) 1-01. The site of collection is the Ministry of Industry and Trade, from where the reports are transferred. The data are checked, supplemented and stored in databases of the so-called Minerals Information Subsystem (SurIS). Collection of data results in the elaboration of press releases "Review of mineral reserves in mining leases and at other operated deposits of non-reserved minerals", which are distributed among authorized institutions following a schedule set by the Ministry of Industry and Trade. The stored data can be also processed and presented (respecting the above mentioned character of individual data) in the form of several types of print assemblages as pre-defined summaries or MS Excel spreadsheets (.xls format).
Besides the data on mineral reserves and mining, also the data on reclamation activities are regularly released. These summary reviews are processed to the form of press assemblages or spreadsheet files, and are presented in the Yearbook of the Ministry of the Environment. The items covered in such reviews include areas affected by mining, areas in the process of reclamation, remediated areas and financial reserves for remediation, reclamation and mine damage.
